We liked the place a lot. Really good pizzas and the staff were really good. The place is at the old town and still the prices weren't too expensive.

A very accessible restaurant right on the quayside. Local fishermen were dining there so we knew we were on a winner. I had grilled octopus with a vast array of fresh vegetables. Delicious. My partner enjoyed a melt in the mouth steak. Our waiter was frequently distracted by his fisher friends but it all added to the ambiance.

Halfway between Kotor and Herceg Novi, in Boka Kotorska, lies a small town called Morinj. Morinj has been long known for its mills that used to grind olives and grains. But, time took its toll and the mills of Morinj, together with the old customs, were forgotten. 20 years ago Lazar Ćatović put a lot of work and love into the mill and the family house that has been in his family for over 200 years and turned them into a world-class tavern. We dined here, the ambience of the restaurant is gorgeous, at night it's all candlelight and during the day you have the most gorgeous views over the bay. The service we received was exemplary, probably the best dining experience of our six week vacation. The fish was excellent, my tuna was perfectly cooked, as was my husbands John Dory

This is another place favored by our family every time we go to Montenegro.
The views of Budva from atop the hill are mesmerizing, especially during sunsets.
The food is great and the portions are huge, making this restaurant one of the best price-to-value offers you will ever find.
We typically take a chorba (fish soup) each, and share one salad and two grilled platters (lamb and beef) for a family of four - and that is more than enough to be full by the end of the meal.
One word of caution: when asking for wine, be aware that their "house wine" is actually a fairly expensive bottle at €35 (for people used to prices in the US or Western Europe, this IS expensive for Montenegro:)), just go with the staple local Vranac (red) or Krstac (white) at a much more reasonable €10/bottle.
Enjoy the food, but make sure that you don't miss the sunset:)

Service is not very friendly, but all the seafood and fish are fresh and well cooked. The meat though is bad quality and has too much fat. I reccomand to eat seafood there.

As others reviewers commented the portions are tiny but the quality very well makes for the lack of quantity. The chocolate gelato was extraordinarily good (I tried it more than once). I also tried the pomegranate sorbet that it was just good. So I recommend you go for the chocolate.
