Keelung, officially known as Keelung City (Chinese: 基隆市; pinyin: Jīlóng Shì), is a major port city situated in the northeastern part of Taiwan. It borders New Taipei with which it forms the Taipei–Keelung metropolitan area, along with Taipei itself. Nicknamed the Rainy Port for its frequent rain and maritime role, the city is Taiwan's second largest seaport (after Kaohsiung).

It was after 12.30 when we arrived here & approaching closing time. A customer was buying 30 pancakes & explained that these were what was left & no more were being made. But she kindly offered to let us buy 2. We devoured them & wished we’d arrived earlier. Only NT34 for both of them. So delicious & cheap. Try them yourself but don’t leave it late (like we did) or the place will be closed.

It took some effort to find this restaurant as it is on the 32nd floor of a shopping mall and hotel tower about 8 blocks or so from the Keelung train station and takes two elevators to access but once inside it's a comfortable setting with high rise views. The menu is "all you can eat" in a two hour setting for $15 USD. We struggled to understand the English translation, but basically you request which broths, and then choose the food in flights. Everything was fresh and the broths were tasty without being overspiced.

Up to 18th floor, we had a wonderful lunch buffet in the restaurant. Fantastic view with multiple selections of soup , salad, appetizer, main courses, and of course , fresh brewed coffee and dessert. Relax and 100% satisfaction!

Was very impressed with their service staff. We even had a dedicated waiter to serve us.
We were celebrating our wedding anniversary and our pictures were taken and then given to us in a nice cardboard picture stand.
We were given extra servings of cakes and pastries so our 6 course dinner became 7 course. The food was tasty indeed and par excellent. Loved the steak and the pork chop.
Definitely worth the price which is pretty reasonable.

The service, food, price, presentation and ambience were absolutely perfect. I tried several restaurants but was unable to read their menu (not in English) and they could not converse in English either. Tokiya delivered excellently with both and their service was perfect. I strongly recommend this restaurant.
