70 years of communist asceticism have cut off Russian traditions of good meal. Now they slightly resurrect. Restaurant “U Andre” – the best place known to me to eat in my town. (It’s not an advertise, I don’t work there).
It proclaimed itself as “an example of Italian cuisine”. I never was in Italia and I can’t judge is it truth or not, but I definitely can say that - it is LOVELY. These guys know how to cook. (Unfortunately, I can’t say the same about many other places in Saratov.)
All meal is prepared right now. Not warmed (as in other “Italian” places), but exactly prepared, cooked, made just for you. And it is really lovely. I especially recommend “Potato Carbonare” and “Festa di Pancho”.
It is slightly difficult to find out this place – it is situated in unexpected part of city in unexpected building (which is shared with a local discounter), among grey Soviet 8-floor condominiums, nearby “Sennoy” market. But atmosphere inside is so contrast of what you can expect, looking from outside. Foreign tourists (ordinary arriving in city on the cruise ships, through Volga river port), rarely appears in this part of city. But it costs to try to find out the place, visit it and to eat here.
“U Andre”, corner of Rakhova and Posadskaya street.

We picked this place because of the positive reviews on TripAdvisor and we loved it!
Its peculiar (nearly "kitsch") decoration and the loud Russian music in the background put us in a good mood.
The food was excellent (try the salmon and milk soup!) and the service even better. For the first and last time in Saratov, we were able to fully communicate with our waiter, who was fluent in Spanish! (but no English whatsoever!)
For the kind of dinner we had, we were very happy with the bill, too!
Recommended!

I mostly chose to visit this place, because of the familiar name, Central Perk. Overall it was a very nice experience, but with some tweeking it could be better.
They offer a pretty large menu. It is nice to have such a wide selection, but it does make me wonder how good or fresh each dish might be. I decided to go simple and ordered a steak, and my girlfriend preferred to go straight for dessert. I thought my steak was pretty good, I asked for medium, but it seemed more like medium-rare (and possibly more on the rare side). Still, it was pretty good. My girlfriend ordered the napoleon cake and said it was one of the best she has had in Saratov.
After eating, I ordered an americano, and my girlfriend ordered tea. They both were done well.
The biggest complain I have was the staff was too involved. Anytime my girlfriend's tea got a little low they were immediately at our table and refilling her glass. Which is a very nice gesture, but it seemed like we were being constantly interrupted so that they could do it. Even after my girlfriend said that she would prefer to pour it herself, they seemed to just come out of nowhere to jump in and do it. It's just not our style.
Overall, it's a nice option ,with decent food, and a nice atmosphere at a reasonable price.

My opinion is particular : i'm french baker and pastry chef ans also cooking chef. I go to Saratov since 13 years and the global level in this city increased except the gastronomy art !!!
Péché Mignon is not an exception. The name is french, the deco concept come from a cheaper version of the well known french company Ladurée but it's all. For the cakes, you will find a typical russian way to make pastry.....It missed good ingredients and know-how...
Only for the people who never travelled in countries where we can find real pastry traditions....
