The population was 4,408 at the 2010 census. The town was formed in 1829, as the construction of the Ohio and Erie Canal along the west bank of the Scioto River brought new growth to the area. In 1861 the county seat was moved here from Piketon.

Giovanni's Pizza is one of our favorite pizza places. The venue is clean and quaint. The food is ALWAYS fresh and delicious. The breadsticks are the best! Thank you for the great review. There are pizza places all over Waverly, but Lloyds is one of the best! The toppings always taste fresh and the thin crust is superb! I eat here at least twice a month and haven't gotten a bad pie yet! The staff is friendly and the place is always clean. Well worth the stop! In case you're wondering why I did not give it 5 stars, it's because they do not serve beer and I love a tall frosty one with my pie!
Not someplace I would go again, we tried it once and to see the satff in the kitchen touching peoples food with their bare hands was kind of gross. So not someplace I would go back to.
