Ust-Kamenogorsk (Russian: Усть-Каменого́рск) or Oskemen (Kazakh: Өскемен/Öskemen, ؤسكەمەن) is the administrative center of East Kazakhstan Region of Kazakhstan. It is served by Ust-Kamenogorsk Airport. Population: 303,720 (2009 Census results); 310,950 (1999 Census results).

We were Seating on the large Terrace under umbrella. It was really good for warm evening. Do not know how it would be in colder weather.
Food was good but nothing special. They have choice of local, European and Japanese.
No English menu !
Accept credit cards. WiFi woorking good.

Dining at Barbaris about a week ago, it was a short walk across the river from our hotel and had been recommended to us by a couple of people. Some great local and Russian food, the manti and ploc are great as well as the dumplings and they do beef well here. Nice enough service, we struggled with our languages but made the best of it even using pencil and paper to draw sketches. Overall a very pleasant dining experience.

We went to this restaurant few evenings ago for our dinner. The restaurant is very large and you can choose between second and third floor. As soon as you enter in the restaurant the first impression is very good: elegant enviroment, everything is clean (toilet included) and for each person there is a large space. Also view from seats near windows is very nice, especially at evening. Staff is kind and fast. We ordered sushi, salad, fillet beef, a bottle of Italian red wine, water and a dessert made with banana and chocolate. Everything was very tasty: salad was fresh and good, sushi was the best that I ate out of Japan and fillet beef was very tender and tasty. I am very satisfied of this evening. 50 euro) and I think that it is a fair price because restaurant is very good: nice and clean place, very good and tasty food and service is fast and accurate!

Grabbed a meal at Black Bull about a week ago when in Oskemen during our drive around the ‘stans. Good craft beer on tap or get a “bucket” of Hoegaarden, the kebabs are stellar and the desserts are tasty. Our Russian-Kazakh dialects are being better understood these days but don’t expect a review in those languages just yet haha. Pretty good overall at Black Bull, we would return.

Since coming to Ust-Kamenogorsk in 2012, this has been a reliable and regular place to meet acquaintances, friends and family for coffee and light meals.
The staff are welcoming and some appear to have some mastery of English. Some coffee styles may vary significantly from what would be common in Sydney in Australia for instance although cappuccino is now good (not just milky coffee with a cloud of thin froth on top as is common elsewhere), with the barman/barista appearing to have had some training recently.
There are two menus, English and Russian, both have photographs of the food and are mostly equivalent although there is a new Russian language menu since November 2014 that has some dishes that do not appear on the English language menu, try to have a Russian speaking friend with you if you wish to understand quite what the new dishes are.
Since the early 2014 devaluation of the tenge, it is more expensive than previously, although in line with the devaluation of around 20%. So for two people for dinner of a main course of salmon with vegetables or salad, some drinks, dessert around 10 000 KZT should be expected.

Wanting something fast in Oskemen for lunch one day and we were pointed towards/found Doner. It is as advertised, like a fast food joint with a kids area, loud music and greasy food. Language-wise we were lucky that one of the guests could understand us or we would have been SOL or it would have taken longer as our Russian-Kazakh is not as good as we had hoped. Meals were alright, you get what you pay for and it filled the void without emptying our wallets. Probably wouldn’t return but did in a pinch.

The food was pretty good and consistent based on the last time I ate there. What was most impressive was the fact that the funky wall design really seemed to control the sound levels in the restaurant. Our party was able to talk in a normal voice with no difficulty hearing despite the fact that the restaurant was fully occupied at the time. Nice change of pace.

Very delicious local restaurant with typically decoration. We had traditionally soup called "Boršč" and lamb meet. Staff is very friendly, price is also very good.

I really love this restaurant! The service is very good, the food is fantastic. Try pasta, pizza, sushi and desserts. It's suitable for friends and family meetings as well as business ones.
