We swam with sardines and turtles. We took a boat tour but it is not needed. You can swim right out to both right from the shore. The beach was small but we still enjoyed laying on the beach. Women sell fresh cut mango on the beach which is delicious. . It seems like it would be fun one of the hotels/hostels along the beach. WE met so many people that were staying at Panagsama Beach. We wre a 15 minute trike ride and we were there everyday.

Firstly, you will be stopped twice prior to entry to the island to pay fee's. One is for the municipality and the other is for private land, I believe. Make sure you take snorkeling equipment, towel, beach umbrella or similar, sunscreen and a hat. There are shade cabanas on the beach, but they are a ripoff and we avoided them. There are shops for gifts, food and drink their. There are also change rooms with toilet and you have to pay 5 peso to fill a bucket with water to wash yourself and flush toilet. The beach itself is nice and there are better spots with less coral and shell pieces on the ground. There is a walking bridge under the water so you can walk out, but then it drops off a little deeper and this is a great spot for seeing coral, fish and the wonderful c linear turquoise water.
