A great sculpture, visible from afar. I would recommend to approach it walking along the Promenade. It is situated on an elevated stone foundation, so one must climb stairs to reach the base of the statue. Certainly worth a visit.

Great place to sit for a while and look how locals take the ferry to the other side. Careful with taking photos as this is the home port of the Russian Baltic Fleet

As soon as I drove into Pillau/Baltiysk, drove to this point, following my map. I walked into the fortress filming with my iPhone 7+ until the point where the guard at the entrance stopped me. The military fella was cool and I even took a "selfie" with him, no problem.
Walked all around the outside of the fortress and took photos with no problem what so ever, unknowingly, the whole city it's "Out-Of-Limits" for foreigners.
I ignore if this is a new law, or if it was implemented at the beginning of 2018, because I see one other post about it from December 2017. In the evening went to the local hotels to get me a room and every hotel I visited, was requested to show "my permit to be in town legally" Six hotels, and no luck, I ended up driving back to Kaliningrad and stay at the Moskova Hotel to return the next morning, this is when, at the time I was making line with my car to take the ferry across to drive the Curonian Spit, I was detained by the military person there, and had to wait until the newer version of the KGB came and interrogated me, and took photos of all my documents, the car rental's documents, photos of my face and profile, and after a long interrogation, they let me go with a warning; go straight to Kaliningrad and stay there. If any police force stops you, you will go to jail for a long time, plus a fine.
So, I share this adventure here for future travelers into that area, basically Baltiysk it's a strategic military base for Russia and maybe now, it is out of limits for foreigners.
Beautiful little city, though, full of Prussian old buildings, bunkers, pillboxes, gun emplacements and more. I saw it all before my detention.
Maybe if you try going by train, or bus, they may deny you boarding; I rented a car and drove there.
