Pay for the location and view. Nice to sit and have a cup of tea when the sun sets. Best value for money is a pot of tea. About 1600 yen plus 18 % taxes/charges on top. Get 3 - 4 cups out of the tea pot. One pot per person. After visiting the Imperial palace east gardens, we were looking for a place for lunch when we came to a large building with advertisements of food & drinks. So we went looked up a couple of floors and finally zeroed on in this cafe located on the seventh floor.The place was packed.As we entered the staff welcomed us with shouts( repeated when we left). There is a set menu of 1000 yen consisting of a salad/ soup, salad/pasta and s choice of soft drinks. The service is fast and friendly. VFM( value for money) at its best.

Through an apparent miscommunication between our hotel and this restaurant, we were unable to get a table here. Then we were told by the owner that we werenât dressed appropriately...but that wasnât the reason we were refused service. If he hadnât said that, I wouldnât have been bothered. But because he mentioned it - it made me think that was the actual reason. Yes we were dressed like tourists who had been sightseeing all day - because we had been. But we had also traveled the trains for over 30 min to get there. It was terribly frustrating. The owner did make a reservation for us at his other restaurant and gave us a complimentary glass of champagne, which was nice. However the encounter left a bitter taste in my mouth.If you want to eat here, definitely make a reservation and dress for it.
