It briefly served as the capital of Japan from 667 to 672 AD during the Asuka period (538 – 710). The city is home to numerous sites of historical importance, notably the temples of Mii-dera, Ishiyama-dera, and Enryaku-ji and the Hiyoshi Taisha shrine. Enryaku-ji is part of the UNESCO World Heritage Site "Historic Monuments of Ancient Kyoto (Kyoto, Uji and Otsu Cities)". Ōtsu was incorporated as a city on October 1, 1898.

My wife and I had lunch at Pecorino because my cousin and his wife really enjoys this place. First of all this Biwa Lake side restaurant has a fantastic view of Ukimido Zen Temple which is built out on the end of a pier. The various pasta dishes we enjoyed was delightful, pasta was cooked perfectly the sauces were very tasty, olive oil used was excellent. The salad that preceded the pasta was fancy by western standards and tasty. Our lunch set included desert of cake and gelato and like everything else it was was a feast for our eyes as they were for our taste buds. I felt extremely fortunate to have had the opportunity to experience this wonderful restaurant.
