We did this on the morning of our free day in Roses. It was two hours very well spent and gave us an appetite for lunch. You cannot physically miss the citadel as its has an almost complete surrounding wall and is on the main road into the modern town. Entrance is a very reasonable 4 Euros with reduction for seniors. First you get a small well set out museum detailing the various phases of occupation and then you go out into the old settlement. The laminated guide sheet, which is available in several languages, is clear and informative and you can easily self guide to get insights into how the first town developed. Interesting and instructive.
