Lying next to Toucheng Historic street, the museum was rebuilt from the principal's dorm of Toucheng Elementary School during the Japanese colonial period. Not only does it display artifacts of Toucheng, but it is also a museum in memory of Taiwan's early writer Li Rong Chun, whose works focus on localness.
