Its free, and it was, when opened, the longest foot tunnel in Holland. Ride and bike rather than walk as it is fantastic to ride in under the river and going where millions of dutch workers have gone before commuting to work. I loved the photos showing travelers of old as well as the echo in the tunnel. You can use this a route when you ride by bike around Rotterdam - we went through it after riding around Katendrech and Maashaven

After fighting crowds at Amsterdam’s larger, congested museums, this place is a breath of fresh air. It’s very well designed with excellent exhibits on design, politics, and architecture. It’s a dynamic building with a clear point of view.
