Victory liner is the cleanest and has the best facilities among the bus companies that travel to Baguio. There are two options, a regular aircon and a deluxe bus. I always take the de luxe bus because I save about 2 to 3 hours travel time compared to the regular aircon. The drivers are good and observe speed limits.

Arriving via Phil Airlines from terminal 2, we found the airport Loop shuttle. With only a carryon bag, we hopped on the bus to bring us to Terminal 3. I truly appreciate this bus... that I don't have to take a taxi and deal with overpricing taxi drivers. If you have a lot of time in your hands, or at least 2 to 3 hours in between flights, you can look for the airport loop, or ask the guard where it is. The bus go around all the airport from Terminal 1 (international flights), Terminal 2 (PAL), Terminal 3 (near the Resorts World Casino), and the Terminal 4 ( domestic flights).
