We were told by our Taichung friends that this mall was good. The variety of goods varied, the prices were fair to inexpensive. There is one floor that is dedicated to seasonal/rotating products following a general theme. For the 2 days we visited, the theme was dessert. That floor was fun. The food court in the basement also had many options at good prices. If you are reading this, remember that the night market is less then a10 minute walk away. I will strongly reccomend a bakery in the front of the dept store, Nichifu Westetn Confectionery, it is outside of the dept store next to the road and Starbucks. The baked varieties of cheesecake were incredible. Some of the best I have tried in my travels. Even better then most sit down "☆" establishments. If you are there, and you like this type of food, buy one to share. Eat it warm. You will probably buy another.
