We had dinner, mainly local crowd here. Grilled meet (beef, alpaca) with fries were excellent quality. They also had the cheapest and best pisco sour! Definitely recommend this restaurant.

Great breakfast buffet. They were confused in the evening when we inquired about dinner they said only the special was available. They misunderstood or misanswered and the full menu would have been available. This resulted in our whole tour group getting in cabs and going downtown except one couple. They said dinner was extraordinary and asked why we all left. The Incabar Salon was our unofficial treehouse from which we comfortably observed three days of the Candalaria celebration in Puno. We started with a drink one evening, came back for a meal the next day by the third day had rented a balcony table for an entire 12 hours of celebration. During that time the staff was friendly, the service was prompt, and the various meals we enjoyed were fine.Meanwhile, the parade continued beneath our window and we enjoyed our perch above the festivities on the Plaza de Armas.
