Originally part of Groton, it was incorporated February 14, 1871 and became a major commercial railroad junction. The town was home to Camp Stevens, a training camp for Massachusetts volunteers during the American Civil War. Later, Fort Devens was established by the federal government to train New England soldiers for World War I. Fort Devens is a major influence on the area, although it is considerably smaller than when it was first closed in the mid-1990s. The town's population was 7,427 at the 2010 census.

I lived in Shirley for 26+ years and when the Phoenix was redone and made into dinning, it was a pleasant addition to the community. I've been there several times, usually once a month or every other month. Our favorite in town go to restaurant. We've always had a good meal there. Never long wait time usually just walk right in and sit, servers are friendly and never a long wait for anything. The prices are reasonable, the quantity more than reasonable. The homemade desserts to die for. Using local folks with great recipes for the sweet treats. I'd recommend The Phoenix anytime!
This restaurant is newly renovated thoughout, keeping the best feature of the pre-renovated restaurant, the dinng on the deck. In today's environment where the chain restaurants offer large number of menu choices, The Publick House focuses on quality versus quantity..

Super friendly, hometown atmosphere. I had the "Seafood Bake" - chocked full of scallops and shrimp with haddock and crumbs. My "sides" - onion rings and tangy cole slaw - were both home made and both delicious. And for dessert: a wonderful hot berry cobbler with vanilla ice cream. If I had this meal in a fancy gourmet restaurant and paid twice as much it couldn't be any better.

Perhaps the local police should sit outside this place. A wild bunch of local drunks and loose bar flies. Very loud and dirty bar that has descent food and potential, but unless you meet the above standards I would avoid this place. Service was marginal at best.

Was there with the Safari Club golf club. There were 120 of us. They had no problem serving all of us. Good place for a cold one after a round of golf.

We arrived tired and road weary. Dinner was served quickly with good recommendations by the staff. Next morning the all-you-can-eat breakfast was only $12.95. It's a bargain. Freshly made omelets, Texas french toast, fresh fruit, oatmeal, etc., etc. Worth it.

In terms of ambiance, it felt better than the last time I was there. Last time it was much more rustic. There were 6 of us and the furnishings seemed more like second-hand. The dinner selections were from 2 establishments one from Marko's and one from it's parent, Lucia's. The food was average and unremarkable. This time we had chicken picata which was above average. However, the service missed the mark, perhaps due to a new wait person. It should be noted that the food selections are all cooked in Lucia's which is down the street. It's an odd setup and works nicely some of the time.
