We were hoping to eat something simple but tasty so we ordered pizza. The place tries to give an Itallian vibe with the interior, decor and music, but that's where the good impression ends. Pizza is not a difficult dish, you make a dough and add good ingredients on the top. This pizza dough was very dry. I don't know if the dough was frozen or there was no olive oil added, but it was tough and parts with no cheese were difficult to eat. I would also suggest to add more of the ingredients in the top.

Good pizza slow service. I had to wait for someone to appear behind counter. Then for second drinks another wait for someone to appear. Easy going good place to meet and chat.
Kafejnica Pagrabins is located in the basement of hotel Cesis and has a small terrace by the side of the hotel. Food options are essentially Latvian presented in a cafetaria style. It should be noted that they also offer pretty decent and very reasonably priced pizzas. A crust a little different from what you would get in Napoli but quite good nevertheless and generous toppings. Overall, nothing fancy but enjoyable.
