Note to readers: the current image on Google Maps (12/9/2014) shows a drab building with two compressed gas cylinders. Saika (flower full of color) is in the three story, red brick building in the background. That said, the restaurant is a little gem for foreigners, since we are often left to the mercy of chance in choosing restaurants in Asia. The service was kind, attentive, and patient. If it is still on the menu, you must try the sweetest shrimp, enrobed in fluffy, light scrambled eggs. Absolutely delicious, especially with a tall Kirin or Asahi.
