There has been good reports on this restaurant and the food and service lived up to expectation when a friend took me there.This good experience was however dampened by the stale smell of cigarette smoke coming out of the private rooms. Thatâs the only reason I am not going back there.

Windmill Bistro and Restaurant is a live seafood restaurant....And our chef have been a lot of country before...and his cooking skill are totally awesome...
Prime waterside with a nice décor got my hopes up, as did the dozens of local Chinese eating there. However, the food, although sometimes pretty tasty (note there are a lot of good vegetarian and seafood dishes), was extremely oily and you don't get much for the price. Service was awful, staff constantly disappearing or making mistakes. In comparison to Early Sun, which is just up the road, Windmill has higher prices, worse food, worse service but a nicer building.

If you are wondering where to have timorese food, and happen to be a vegetarian, try Golden Star's "raba-raba" which is a vegetable salad made of cassava leaves, banana inflorescence, papaya flowers. A different salad. The steam fish with sesame oil is delicious!

Very friendly Taiwanese owner welcomed us. We tried dumplings, Sanbeiji (Taiwanese three cup chicken) and black pepper beef. All fresh and tasty. Dumplings had prawn in it, which was a pleasant surprise. Avocado juice was also very nice. Price is very reasonable. There were also one-plate options for loners. The overall experience was pleasant. We'll return.

From the noodles to the tofu, from the shrimps to the chicken everything was simply delicious. It is not as expensive as people say. Yes it is for Asia but Timor Leste prices does not fit with Asian standards. (From 4 dollars a dish to 12). We only found cheaper prices going to a nasi campur or local barbecue at the beach. Other than that the price range are more or less the same in most restaurants.The location is awesome: by the beachThe staff was great. The good arrived more or less at the same time which is not very common here.So lovely place, lovely food and lovely moments.
