It briefly served as the capital of Japan from 667 to 672 AD during the Asuka period (538 – 710). The city is home to numerous sites of historical importance, notably the temples of Mii-dera, Ishiyama-dera, and Enryaku-ji and the Hiyoshi Taisha shrine. Enryaku-ji is part of the UNESCO World Heritage Site "Historic Monuments of Ancient Kyoto (Kyoto, Uji and Otsu Cities)". Ōtsu was incorporated as a city on October 1, 1898.

We went to this nice place in wrong timing. It was typhoon season. Keep raining so we unable to enjoy the superb view as shown at their website but we did enjoy the buffet spread in their restaurant. There are lots of variety and the taste is good too. Many local group came to enjoy it even it was raining. I was surprise when i on the way leaving this place, the local crowd is stil there even they know the weather is not good.

Warms cafe is on Nagisa-dori, Otsu,in Shiga prefecture. Otsu is an easy day trip from Kyoto on the Keihan line and the cafe is near the Shimanoseki station, and right on the lakeshore promenade of Lake Biwa. With indoor and outdoor seating, the cafe has an unobstructed view of Lake Biwa, in a green, peaceful setting. Lunch is served 11-2; dinner 5:30-10:00, with drinks and desserts for sale outside the set meal hours. We arrived a bit too late for lunch, and settled for organic coffee, vegan pound cake, draft beer. The lunch sets looked good, and vegan food is an option clearly marked on the menu. The cafe is tastefully designed and a small sales area has organic produce, dry goods , ceramics and glass. The cafe has a friendly casual atmosphere and a fantastic location for relaxing and watching boats on the lake, walkers and bikers in the paths. It's not hard to find. Otsu has some beautiful temples worth visiting, also along the Keihan -Otsu line. There is a one-day travel pass called Koto Koto Otsu sold In Keihan stations that might be worthwhile if you plan to visit several sites.Location: on the Lake Biwa lakefront in Otsu, Warms organic cafe is a 10 minute walk from the Otsu- Keihan line Shimanoseki station. Exit the station & walk toward the lake shore. Facing the lake, head to the right along the lakeside walkway. The cafe is on a grassy promontory on the lakefront, directly after a 3-story concrete "fort" structure that stands out on the lakeshore, and a public restroom.
