My husband and I first discovered Pagoda five years ago. We had just moved back to the area and were anxious to try out some of the local haunts. When we were seated we asked the waitress about the most "authentic" meals on the menu. She tartly replied that the menu did not offer anything authentic, that the menu was made for Americans. Mr. Sweet and Sour Chicken, that means you. She then shared that the owner and chef did hail from the old country and had the ability to make some incredible meals. She offered to ask him if he would whip something up for us, which he gamely agreed to do. We had no idea what we were getting mind you. What he delivered completely changed the way I think about Chinese food. A beautiful filet of sole poached in ginger, soy and garlic; chinese greens (watercress) blanched with ginger and garlic, ma po tofu (a delicious combination of soft tofu and ground beef/lamb in a spicy red sauce with fresh rice) and finally crispy rice (a combination of chicken, beef, shrimp, onions, peppers, mushrooms, bamboo shoots, garlic and peppers in a simmering sauce served over toasted popped rice cakes). It was incredible and delicious. Over our many visits, we have since gotten to know the owners. Despite repeated requests to add their Chinese specialties to the menu, the owner is still convinced that Americans are not interested in eating real Chinese food. The owners are the salt of the earth and I love supporting a local restaurant operated by such good people.The food is always incredible. The service is great. Last year, the restaurant was forced to move to the Sunrise Center off of White Bear Avenue. It is a smaller location, but the food is just as wonderful. I have since come to learn that there are a number of regulars who also order items that are not on the menu. I cannot speak to the menu items because I've never eaten them. I agree with Jessica F that most Chinese food is prepared with Americans in mind and is very greasy. I encourage you to go off the grid. Ask for crispy rice or ma po tofu. Inquire about the sole, although that is usually a call ahead item, or the chinese greens. It is so worth it.
The food here is fantastic. They use fresh ingredients for their salads and sandwiches, which you can definitely tell. They have very little seating, but I usually get something from them while visiting the Battlegrounds Cafe just down the strip from them. The workers at Steam and Treats are very accommodating in walking food over, and not charging for delivery. And on top of this, they're inexpensive, tending towards costing less than you typically see Chinese and other Asian delivery for. I highly recommend trying anything on their menu!

We popped into this restaurant and it was just us there. The owner came by and we explained that we had never been there before, he asked what we liked and we told him and he whipped up something we both loved. It was wonderful customer service and the food was delicious! We will be back again.

I appreciated the clean, quiet atmosphere of this restaurant in a wonderful little downtown White Bear Lake. The staff members were kind and friendly. The food was good - not the best curry I've ever had but decent (the eggrolls, however, were super yummy).

Have enjoyed several meals here in the last few months. Today had the Garlic sauce stir fry, which had a delicious, tangy sauce. On previous visits have found other stir fries excellent- especially the one with black bean sauce. My wife rates the shrimp pad Thai as outstanding. Very good ice tea. Nicely decorated dining room. Service always friendly and efficient. Prices very reasonable. Highly recommended.

What a find! We were looking for something close to the highway and were very impressed by the bright flavors and quality ingredients. The vegetarian Tom yum soup was thick with peppers, musrooms, baby corn and tofu and lots of spice. We weren't sure what to expect when we walked in: strip mall location, no one else there and lots of tables filled with empty dishes. So glad we stayed for the excellent mean and very friendly service.

Fantastic sushi experience. Very fresh fish, excellent preparation, excellent service. We had seats at the bar, and it was fun to speak with the chefs. We asked them to surprise us, and they did not disappoint. The sea bream, bluefin, amberjack, and scallop sashimi preparation was outstanding--worth going for that dish alone. I have eaten at many sushi restaurants in many metropolitan cities, and this one is a standout. The preparation is no-nonsense, with a focus on the fish flavors and texture, without additional dragon-this, crazy-roll-that. (Although I suspect you could get some inventive rolls here, we did not focus on that.)Total price for two hungry males, before tip, was $196, and that includes two cocktails and a bottle of Chablis. So more like $120 before tip, without alcohol.
