The Ferry to Culebra was a great value but does require advance planning. Only 10% of the tickets are sold online in advance, the rest are available same day at the ferry terminal. We were a little nervous about the reliability given the poor reviews we read on line. We really wanted to make this trip and followed the advice of a local to get same day tickets. We went to the terminal at 6:15 am to buy round trip tickets for the 11 am ferry to Culebra with a return on the 9 pm ferry. After purchasing tickets we left and returned at 10 am for the 11 am ferry. I am happy we followed this advice as when we arrived at 10 am the only tickets available were for 3 pm. The tickets are $4.50 per person round trip. You are allowed one bag/backpack per person but can bring coolers, chairs for a few dollars extra. Once we reached Culebra we were able to take a shared shuttle to Flamenco Beach for $3.00 per person. Within walking distance of the ferry there are several restaurants, cafes, bars and at the beach there are food and drink vendors. The beach is spectacular, beautiful white sand and turquoise blue waters with lush green mountains in the background. Although we were there during high season with many tourists and Puerto Ricans vacationing we were not crowded on the beach. There are also other beaches on the island better for snorkeling that are easy to access. We initially considered taking a day trip snorkeling tour to Culebra, going on our own was much more affordable. We also had more time to explore and enjoy the beach. We had our own snorkel gear but rental gear is available at the beach. The surf was a little rough going over but the ferry felt stable and secure. This day trip was well worth the effort of getting to the terminal early to purchase tickets.
