This is not a garden. It is an amusement park with zoo, theme park, artificial lake, streams and whatnot. Naturally, there are many plants too, but this place is certainly not designed in the vein of garden.
Animal lovers beware: most of the animals are treated poorly (this is certainly not an exception in China), almost all of them walk on concrete and some huge animals like lions have few metres of space. So better skip it if you're sensitive in that regard.
The place is still I decent option for families, I guess.
There is a hotel on the other side of the road, not bad, but I suggest you to avoid this area as there is a lot of construction going on.
Btw, the whole Anji county is in the process of urbanization and this and few of the attractions nearby are set up to be major representatives of Chinese tourist traps. As the entrance was paid for me, I can't tell you about the admission fee, but there must be some. It's China, after all.

Hidden Dragon Hundred Waterfall has a 60 RMB per person entrance fee. The entrance to the Waterfalls are in Daxi Town, an hour bus ride south from Anji Town.
The Waterfalls are in a very steep bamboo-lined ravine, with concrete footpaths and metal staircases built up and down both sides. The "waterfalls" themselves are very small, the tallest being no more than 5 metres. The Waterfalls are part of a river which cuts down a steep ravine, of which Daxi Town is at the bottom and Wai Zhang Long Shan (a mountain village) at the top. It takes about 2hrs to walk up to the top and back down.
Even in December when the weather was quite cold there were still tour groups visiting, which basically means that there is very little opportunity to enjoy the natural beauty of this location without the presence of loud tourists. If you do however plan to visit, late afternoon or early morning is the best.
SIDE NOTE: If you plan on visiting the Anji region, then stay in one of the small quaint guesthouses in Wai Zhang Long Shan (a mountain village) to the east on the mountain ridge line above Daxi Town. You can either walk up to the village through Hidden Dragon Waterfall ravine or hitch hike up the mountain road to the village. A night in one of the guests houses is 50 RMB is slow season. The fresh air, gorgeous views and plentiful walks through bamboo Forests and mountain villages make for a great getaway.

The park was nearly empty during our visit which allow us doing two or three times each activities without any queuing.
The park isn't very big. I would say around 10 activities.
Very clean.
A couple of restaurants inside the park (serve only chinese food).
Our girls enjoyed a lot their day in Hello Kitty Park.
We'll probably do again for our girls

You can climb up into the Mountains and see plenty of bamboo. In fact, this is one of the "bamboo sea" areas for which the region is known. You can ride a slide down the mountain for a fee. They seemed to still be working on the place, making improvements to pavilions and such.
Gate admission 门票 was 40 Yuan. There are several similar parks in the vicinity, and I don't really know which is the best one.
Can take a van 面包车 from here to Tian Huang Ping 天荒坪 town for 30 Yuan and a bus from there for 4.5 Yuan back to Dipu Town 递铺镇。

All the bamboos are actually fenced so you don't actually walk through bamboos or something; don't worry, you are fenced too. So you just walk along the paved path, greeted by random stuff like mechanical bull, small animal shows, bamboo rafts and boats on (you guessed it!) artificial lake. There are few pandas, which is probably the only relatively good reason to go there. There is also some small animal show with parrots, naturally designed to separate you from another 10 kuai, like all of the things you will stumble upon.
There is also a bamboo museum inside, not particularly interesting either.
The admission for this "attraction" is 80 RMB. LOL.
