Founded in the mid-17th century as a winter quarters for traders and tax collectors, Irkutsk came to prominence in the 1800s. Participants in the Decembrist revolt against Tsar Nicholas I were exiled to Siberia in droves, turning Irkutsk into their cultural center. Today, it’s one of Siberia’s biggest and most important cities, with over half a million people, many universities, many historic churches and museums, and beautiful Lake Baikal, just about an hour away by train.

I will begin this review by pointing out that Trip Advisor calls this attraction : Kirov's Park. The city map of Irkutsk and Google Maps call it : Сквер Кирова. Translated .. Сквер Кирова .. means Kirov Square. A visit to Kirov Square has got to be very close to a must-see, must-do, attraction here in Irkutsk. IF you are going to see attractions here in Irkutsk, many MANY of them will be in the immediate area of Kirov Square. So like it or not just getting to them will involve at least passing Kirov Square. One of the major things to see in Kirov Square is the fountain at the Southern end of the Square. Another is to see the Hotel Angara which is impossible not to see if you even so much as glimpse to the East when you are at the fountain. The hotel is attractive and is a landmark as well. There are a lot of benches in the square to sit and relax. There is a toilet facility as well. The park was clean and looks to be ready for the spring planting of flowers. It seems to be a very popular venue for Irkutsk residents.
